What is provisional relief (voorlopige voorziening) in Dutch administrative law?

Provisional relief (voorlopige voorziening) under article 8:81 of the General Administrative Law Act (Awb) is the administrative law equivalent of summary proceedings (kort geding). It allows a party to request the administrative court to suspend an enforcement decision or grant other interim measures pending the outcome of the objection or appeal procedure.

The court assesses whether the matter is sufficiently urgent and whether the provisional assessment of the merits justifies interim relief. The decision is typically rendered within days or weeks. Common applications include suspension of sales prohibitions, recall orders, administrative fines and licence revocations.
